Social ombudsman 


The Social Ombudsman promotes the realisation of the client’s rights. In addition, the Ombudsman monitors the development of the rights and status of clients in the municipality and issues an annual report on the matter to the wellbeing services county. 

The client has the right to: 

  • Receive high-quality services and good treatment without discrimination. 
  • Have their wishes, opinions, interests and individual needs taken into account in the implementation of the service. 
  • Be informed of the alternatives to the measures. 
  • Get a decision on the service. 
  • Be involved in drawing up a plan related to the implementation of the service. 
  • Submit an objection related to poor service and treatment. 
  • Be informed of a document concerning them. 

The Social Ombudsman does not make decisions and has no decision-making power to amend decisions made by authorities. The Ombudsman has an impartial and advisory role. 

The duties of the Social Ombudsman do not include matters related to social insurance (e.g. Kela benefits and insurance matters), labour administration, housing matters and guardianships. 

The duties of the Social Ombudsman are based on the Act on the Status and Rights of Social Welfare Clients (22 September 2000/812) and the Act on Early Childhood Education and Care (13 July 2018/540). 

The services of the Social Ombudsman cover both public and private providers of social welfare and early childhood education. 

Social Ombudsman services are free of charge for clients
