State Research Funding
Provisions on central government funding for university-level health research are decreed in sections 61–66 of the Health Care Act (1326/2010). The Ministry of Social Affairs and Health grants research funding to regional university-level health research committees in accordance with the decision it has made for four years at a time. The amount of state research funding is dependent on the state budget and varies annually. The granting of state research funding is based on the fulfillment of the priorities and objectives of the research, as well as the quality, quantity and effectiveness of the research during the previous four-year period.
Regional university-level health research committees decide on the allocation of research funding to research projects in their area. The Regional State Administrative Agency pays the research funding to the research committee on a monthly basis. The research committee forwards the funding to the implementing organisations on a monthly basis.
The priorities and objectives of university-level health research as well as the duties and composition of the National Health Research Assessment team are laid down in the Decree of the Ministry of Social Affairs and Health on the Financing of University-Level Health Research (66/2024) .
State Research Funding in Eastern Finland's Collaborative Area
In Eastern Finland's collaborative area, the application period for the State Research Funding occurs annually in January-February. Under the Health Care Act (1326, Section 61), eligible applicants include wellbeing services counties with healthcare units, state mental hospitals, or service providers designated by the Ministry of Social Affairs and Health. The healthcare organisations in Eastern Finland eligible to apply are:
- Wellbeing services county of South Savo
- Wellbeing services county of Central Finland
- Niuvanniemi Hospital
- Wellbeing services county of North Karelia
- Wellbeing services county of North Savo (Islab as part of PSHVA)
Release Notes
Publications that report on scientific research conducted within the Eastern Finland Collaborative Area must include the author's affiliation with the organization.
Researchers who have received State Research Funding are required to affiliate their publications, as well as those of their research group, with the healthcare unit where the research was conducted or in collaboration with which the research was conducted. If the author's affiliation is solely through State Research Funding, the affiliation should be listed as PSHVA Research Services, Kuopio University Hospital, Wellbeing Services County of North Savo.
The acknowledgments section of publications and doctoral dissertations should include:
- In Finnish: "Valtion tutkimusrahoitus (VTR), Kuopion yliopistolinen sairaala, Pohjois-Savon hyvinvointialue" and the research ID number, if permitted by the publication.
- In English: "This study was financially supported (or partly supported) by the State Research Funding (SRF) for university-level health research, Kuopio University Hospital, Wellbeing Services County of North Savo" and the research ID number, if permitted by the publication.
State Research Funding is allocated to collaborative areas based on criteria such as publication performance. Therefore, registering all publication data within the Eastern Finland Collaborative Area is crucial for securing future funding.
Publications from the Eastern Finland Collaborative Area are registered in the JULKI register at the Science Service Center of Wellbeing Services County of North Savo.
